Encouraging news for Naperville Homebuyers

A recent article of interest by www.napervillesun.com regarding Naperville homebuyers....In order to jump-start the housing market, state Rep. Darlene Senger, R-Naperville, championed legislation to help first-time homebuyers by creating the Illinois Tax Credit Advantage Loan Program. The program will help first-time homebuyers who close on the purchase of their home before Dec. 1, 2009, to take advantage of the federal individual income tax credit of up to $8,000.

The TAX-CALP program will be administered through the Illinois Housing Development Authority, along with private-sector lenders, to provide bridge financing to first-time homebuyers. "Today's struggling economy has taken a significant toll on Illinois' housing market," Senger said in a press release. "New families are being forced to rent and banks are overly cautious of lending. This plan will help young families with the up front costs of a down payment."

The TAX-CALP loan could not exceed $4,800 or 6 percent of the purchase price of the home. This cap will prevent the borrower from using all of their tax credit money at closing. Additionally, the legislation allows the homeowner to pay the loan back before June 30, 2010, without accruing interest. If the loan is not repaid, it becomes a second mortgage set at a 15 year rate at one percentage rate higher than the first mortgage.

"Illinois would join 10 other states that have created similar tax credit programs to help families transition from renting to buying," Senger said. "Our poor housing market is also contributing to our record-high unemployment. This is just another step in revitalizing the economy, the housing market and people's lives."

Share values have dropped more 90 percent, investors have lost more than $100 billion, and both companies were rescued by the federal government earlier this month, placed in a government conservatorship run by the newly created Federal Housing Finance Agency.

First, Fannie Mae and Freddie Mac are not just lumbering financial giants that can be easily replaced. They are the largest buyers of U.S. home mortgages. There is no competitor or group of competitors that can take over what they do in the short term, say a year or two, or maybe ever. If Fannie Mae and Freddie Mac collapse the result would be the wholesale destruction of the national mortgage system; a virtual halt to home sales because few local mortgages would be available; soaring interest rates because few loans would be available and a level of losses throughout the economy unseen since the Great Depression.

Second, some people think it would be a really good idea to dismember Fannie Mae and Freddie Mac.

"I say that we can't let them go fast enough," explains a commenter by the name of Wazzel who posted on the Washington Independent website. "Let them go. Let them all go. NOTHING will be resolved until the things that ought to fail...fail! Propping-up this nonsense with money borrowed from China does nothing to fix the problem at hand. Housing prices must fall to get the national average from 200K down below from 70K to reset the housing market and get equities back in line with reality."
